
This memorandum serves to clarify provisions of AR 215-3, 5-46. a.b.
In accordance with regulatory reference cited in 5-46.a, when all appointment categories of employees are prevented from working for managerial reasons, they will be excused without charge to leave or loss of basic pay for their scheduled hours that day, unless reassignment or rescheduling can be accomplished within the same pay period. This policy applies to Flexible employees whether or not they have arrived for work. Every effort will be made to reassign affected employees to other duties. This particular excused absence is to be used for short 24-hour durations such as closures due to inclement weather.
When shutdowns or curtailments are in excess of one day, it is the regulatory intent that Flexible employees be removed from the work schedule in accordance with paragraph 4-4.b. (2). Regular employees may be placed on enforced annual leave or leave without pay provided the appropriate notice requirements are met.
Flexible employees eligible to receive pay for the day in accordance with the circumstances described above must be annotated as receiving Administrative Leave on their Time and Attendance (coded as A on the supplemental card). Each Flexible employee coded A must be handled separately by NFS. To alleviate the amount of individual timecards that must be handled by NFS when coding flexible employees, A, NAF CPUs are requested to ensure that closure information is readily available to the workforce, e.g., web site information, and managers and supervisors know the proper procedures to take for rescheduling or reassigning employees in accordance with the regulatory requirements.
