Within each tenure group, employees are divided into three subgroups, called tenure subgroups. Tenure subgroups are based on employees' entitlements to veterans preference.
Subgroup AD includes each preference eligible employee who has a compensable service-connected disability of 30 percent or more.
Subgroup A consists of employees with veteran preference who are not in subgroup AD.
Subgroup B consists of employees who have no veteran preference. Retired members of a uniformed service are not considered preference eligibles for RIF unless they meet conditions as stated in 5 CFR 351.501(d).
A retention register used to run a reduction-in-force would be sorted in the following retention standing order:
- TENURE GROUP I - Career Employees
AD - 30 % or More Disabled Vets
A - All other Veteran Preference eligibles
B - Non Veterans
- TENURE GROUP II - Career Conditional Employees
- TENURE GROUP III - Term Employees
