Opportunities Open to All Career Programs

Nomination Suspense Dates Open continuous unless suspense dates are established by the career program proponent office. See Chapter 3.
Dates of ProgramStart-up as soon as possible after notification of selection.
Eligibility Requirements DA civilian career program employees at the GS-12 level or above who have career status and are serving in permanent competitive appointments; Schedule A, Excepted appointments without time limitation; or are serving under an Excepted Service appointment in the Defense Civilian Intelligence Personnel System (Title 10 USC 1610) and have a minimum of five years of consecutive DA service under one or more permanent appointments. Applications for the SARSF must be IAW AR 690-400, Chapter 410, Subchapter 13.
Other Requirements
  1. Applicants must have or be able to obtain a SECRET (or higher) security clearance prior to the beginning of the training assignment.
  2. If selected, employee must sign a service obligation agreement to remain with DA for a period of three times the length of the assignment.
Purpose Fellowships are granted with the intent to: support study and research on selected projects relevant to Army's mission; develop and increase the use of the best talents among Army career civilians; and support basic creativity of selected individuals.
NOTE: Fellowships are not substitutes for projects that should be done on a normal on-duty assignment and financed through mission funds. Neither are they substitutes for academic programs that should come under other Army long-term training programs.
DescriptionFellowships may be awarded to include study or research at institutions of higher learning or in comparable educational/research environments that best support the project. Proposed projects must indicate a high potential value to the Army and benefit the applicant as well. The applicant must be able to complete the project within the time proposed.
Application Process
  • The application package will be forwarded through command channels. (For the application package, click on the application package at the end of this announcement.)
  • Endorsements are required from each echelon through which nomination is forwarded, i.e., installation commander, major subordinate commander, MACOM commander.
  • The Fellowship Plan must be explicit as it may not be changed after approval by the DA Secretariat Board.
SELECTION AND NOTIFICATION Applicant packages are evaluated at each level of the submission process - supervisor, commander, functional official, and finally, the FCR. FCRs will notify MACOMs of selections. If the proposed project involves enrollment in an institution of higher learning, application to the pertinent institution is the responsibility of the individual and failure to be accepted by that institution renders the DA Secretariat Board Selection void.
Funding Travel and per diem costs will be in accordance with guidance provided in the paragraph entitled "Authorized Expenses", General Information at the beginning of this chapter. Expenses for non-Career Program selectees will be born by their nominating command/ organization. Expenses for Career Program selectees may be centrally funded by the respective FCR, subject to availability of funds.
Evaluation of Long-Term Training After Return to Duty
  • Paragraph 10-9, Chapter 410, AR 690-400, addresses the requirement for evaluating long-term training within certain time frames after the trainee returns to duty.
    1. Within six weeks following the trainee's return to duty, the trainee's supervisor will complete an evaluation to assess post-utilization. To complete this evaluation online, click the link marked " Sample LTT Evaluation Plan (6 weeks)".

    2. Not later than eight months after the trainee returns to work, the supervisor and the trainee will jointly complete a second evaluation to assess continuing benefits of the training assignment.     The completed questionnaires will be evaluated at both local and HQDA levels to ensure that utilization plans are being carried out effectively, improve administration of the long-term training program, and make better use of trainees upon completion of training. The requirement to evaluate long-term training applies to all centrally funded and locally funded programs.
